David Rebuck’s Retirement Ushers in New Era for NJ Gaming Regulation

David L. Rebuck, the longest-serving director in the history of the New Jersey Division of Gaming Enforcement (DGE), has announced his retirement, marking the conclusion of a distinguished 13-year leadership period.

Over his tenure, Rebuck oversaw a transformative era in New Jersey’s gaming industry, including the historic legalizations of internet gaming in 2013 and sports betting in 2018. His retirement brings to an end a remarkable 36-year career in public service and regulatory oversight within the Garden State.

Deputy Director Mary Jo Flaherty is set to take over as the interim director, bringing her over four decades of experience within the DGE to the forefront of New Jersey’s gaming regulatory framework. This transition occurs amid New Jersey achieving record-breaking gaming revenue milestones, showcasing the state’s pioneering role in the national gaming landscape.

Under Rebuck’s stewardship, New Jersey not only became the first state in the U.S. to introduce legal internet casino gaming but also played a pivotal role in the repeal of the Professional and Amateur Sports Protection Act (PASPA), setting a precedent for legal sports wagering across the country.

The impact of these regulatory milestones has been profound, with total gaming revenue reaching an all-time high of $5.78 billion in 2023, including record figures in both iGaming and sports betting revenues.

State Attorney General Matthew Platkin and the gaming industry at large have lauded Rebuck for his professionalism, innovation, and leadership, acknowledging his significant contributions to making New Jersey a regulatory leader and pacesetter in the U.S. gaming sector. Rebuck’s commitment to responsible gaming was also evident through initiatives aimed at promoting social responsibility within the industry.

Rebuck’s impending retirement was honored with a lifetime achievement award at the 27th annual East Coast Gaming Congress, reflecting his indelible mark on the industry. As he steps down, Rebuck leaves behind a legacy of regulatory excellence, innovation, and a robust framework that has positioned New Jersey’s gaming industry for continued growth and success.

Questions linger over the permanent replacement for Rebuck, with some industry observers questioning the decision to appoint Flaherty to the interim role. Despite these uncertainties, Attorney General Platkin has expressed confidence in Flaherty’s capabilities, highlighting her extensive regulatory experience as a solid foundation for leading the DGE during this transitionary period.

As the New Jersey gaming industry looks ahead, the foundational work done by Rebuck and the DGE team under his leadership will undoubtedly continue to influence the state’s approach to gaming regulation, innovation, and responsible gambling practices.
